Debt help across Greater Manchester

Ten councils, ten Crisis and Resilience Fund schemes, one legal framework. The debt solutions are the same from Wigan to Tameside; the support around them is not.

Greater Manchester's ten metropolitan boroughs each bill council tax, run their own Council Tax Support scheme and deliver their own Crisis and Resilience Fund — allocations for 2026-27 range from Manchester's £14.5 million to Trafford's £2.4 million, and the routes in differ: Salford by phone and walk-in, Bury through Resident Support Hubs, Oldham through a single Crisis Payment door, Stockport with its application paused for review in August 2026. All ten jointly fund a Citizens Advice out-of-hours line for the city region. Next door, Merseyside is covered the same way.

What differs by borough

The Crisis Payment route, the Housing Payment rules (Bolton requires Housing Benefit specifically; Wigan caps at roughly three months), the goods-versus-cash question (Rochdale's Discretionary Crisis Fund pays in goods), and the advice infrastructure — Salford runs its own council debt advice service; most others rely on Citizens Advice and community partners. Each borough page carries the exact allocation, the scheme as the council describes it, and the fact most likely to save you a wasted application.

The boundary problem

M postcodes belong to six different councils. OL splits between Oldham, Rochdale and Tameside; SK between Stockport, Tameside and Cheshire East; WA between Trafford, Wigan and Warrington. Applying to the wrong council is the region's commonest wasted week — the council finder resolves any postcode in seconds.

Debt solutions across the region

Every borough is in England: IVA, DRO, bankruptcy, Breathing Space and DMP apply identically. Bankruptcy is applied for online nationally; DROs need an approved intermediary, which every borough's Citizens Advice provides free.
